I actually just looked up Deckard being a replicant today. The screenwriter says no, he's not supposed to be... but you're supposed to wonder. Ridley Scott says yes, he is. Harrison Ford says "no, he's not" and that he and Ridley argued over it. The screenwriter says it's best left unanswered... as the question of "what's the difference?" is far more important than an actual answer of who is or isn't.

For what it's worth, I was present at a panel discussion on Blade Runner, where both Scott and Ford were present. This was some years back, but I heard the answer, with my own ears. Someone in the audience asked the question about whether or not Deckard was a replicant. Ford looked at Scott, then leaned into the mic and replied "Yes."
Further evidence that Deckard is a replicant: in one shot, his eyes glow red. Only the replicants eyes glow red at any time. Also, the unicorn dream. If that were not programmed into Deckard, how does Gaff know about it?
Deckard and Rachael are the same generation of Nexus Replicants. They share some common memories, and have a normal human lifespan.
